# Playing Rules
## Authority and Rule Hierarchy
Umpires have full authority to administer and enforce game rules on the field. In applying written rules, the controlling order is: (1) League Policy, (2) these Playing Rules, and (3) Incorporated Rules. If provisions conflict, the higher-priority source controls to the extent of the conflict.
## Incorporated Rules
Except where specified in this document, games shall incorporate the Official Baseball Rules of Major League Baseball (the "Incorporated Rules").
